This is a fairly good list, though I think the rankings are a little off. Mongul higher than Thanos? Magneto higher than the Joker or Dr. Doom?

Also, there's a few notable exceptions. There're a few more Spidey and Flash villains that should've been on the list. And no Skrulls? Seriously? Lame.
Oh, and Black Manta definitely should've made the list. Aside from having one of the coolest villain costumes, he killed Aquaman's son. That's cold.

i think magneto is a good top choice. he's got a great range of unique abilities, a neato suit, long-line of interwoven history in the x/marvel universe, an incredibly sympathetic cause, etc.
I don't know, maybe it's just my apathy for the X-Men, but looking at it from a pop culture standpoint, the Joker is far more important as a villain than Magneto.

Has the joker ever done something that has affected the entire DCU? Magneto is the head guy in destroying the Ultimate Universe (with help with loeb).
Doom sucks arse.
Magneto is quite possibly the best villain ever.

Mongul is better than Thanos because he wiped out a whole city and Thanos is just a weak arse Darkseid clone anyway.

Black Manta is gay and has a gay costume.
Fuck it, that could be said of any Aquaman villain.

Joker is overexposed and overrated.

Spiderman villains tend to be shit, as do Flash villains.

i love the joker. obviously. he's iconic and awesome; constantly reinvented as hilarious, creepy, brilliant, etc. but he can't fully exist without batman. yes, he's appeared in superman or wonder woman stories, but its obviously some form of batman connection.

magneto is a stand-alone, awesome character. he's one with struggles you can relate to, whose viewpoints aren't really all that skewed from those who fight him.

he wins.

i very much agree. and i so very much hate how most comic fans / whiney magazines disagree.
Plus, there is a Magneto film in the works because of that very depth, whereas, I cannot for the life of me see how they could ever do a Joker film.
Essentially the Joker is very one dimensional, character wise.

Eh, gotta say that Joker shouldn't be number 2. I would've pegged Luthor for the number 2 spot.

Flash and Spidey villains tend to be campy silver age characters.
Some of the ones introduced in the last 15 years or so, have some merit (like Venom), but the bulk of their villains are like old Batman villain type gimmicks, but 100 times campier and shittier.

Green Goblin = Shit
Sandman = Shit
Electro = Shit
Scorpion = Shit
Captain Boomerang = Shit
Trickster = Shit
Weather Wizard = Shit
Grodd = Shit
Oh, and as for the Skrulls.
With the exception of the shitty Super Skrull, all the others are just a generic race of shape shifters.
Hardly what I would call a great villain amongst them.

That said, the Skrulls do get laid!

Well, let's see- he possessed the Worlagog (or whatever the hell it was called) that was a map of space-time briefly (in JLA Rock of Ages), he made every villain as crazy as he was, and he possessed Mxy's powers and became God.

I was referring to the Skrulls altogether. As individuals, yes, they're not that special. But collectively, they've been responsible for some good stories.

Kree-Skrull War and Skrull Kill Krew for starters.
Kree-Skrull war was a war, thus strictly speaking, the Skrulls were not villains.
You might as well say that the Nazis were top villains because of some good All Star Squadron stories.

Skrull kill krew, while funny, did not exactly portray the Skrulls as worthy villains.
Hell, some of them were eaten as they got stuck as cows!
honestly if you take away the 2 batman movies Joker isnt even iconic. in a strictly comic book sense he isnt a major villain.

Actually, in a lot of ways Tim Burton's movie WAS a Joker film, moreso than a Batman film.

In any event, these lists are pretty subjective and I really don't see how anyone can quibble with the top four in any order: Luthor, Joker, Doom and Magneto are pretty indisputably the cream of the evil crop.

But thats the point.
A Joker film without Batman (or any other superhero) could not happen.
A Magneto film without the X-Men or related characters, could defo happen and be interesting.

I think thats the whole point of the best villains, not how many issues they have been in, but the impact they make within their universe.
