WASHINGTON (AP) — The Obama administration has told whistleblower WikiLeaks that its expected imminent release of classified State Department cables will put “countless” lives at risk, threaten global counterterrorism operations and jeopardize U.S. relations with its allies.

In a highly unusual step reflecting the administration’s grave concerns about the ramifications of the move, the State Department late Saturday released a letter from its top lawyer to WikiLeaks founder Julian Assange and his attorney telling them that publication of the documents would be illegal and demanding that they stop it.

It also said the U.S. government would not cooperate with WikiLeaks in trying to scrub the cables of information that might put sources and methods of intelligence gathering and diplomatic reporting at risk.

The letter from State Department legal adviser Harold Koh was released as U.S. diplomats around the world are scrambling to warn foreign governments about what might be in the secret documents that are believed to contain highly sensitive assessments about world leaders, their policies and America’s attempts to lobby them.

In the letter, Koh said the publication of some 250,000 secret diplomatic cables by WikiLeaks, which is expected on Sunday, will “place at risk the lives of countless innocent individuals,” ”place at risk on-going military operations,“ and ”place at risk on-going cooperation between countries.”

“They were provided in violation of U.S. law and without regard for the grave consequences of this action,” he said. Koh said WikiLeaks should not publish the documents, return them to the U.S. government and destroy any copies it may have in its possession or in computer databases.

The State Department said Koh’s message was a response to a letter received on Friday by the U.S. ambassador to Britain, Louis Susman, from Assange and his lawyer, Jennifer Robinson. The department said that letter asked for information “regarding individuals who may be ‘at significant risk of harm’ because of” the release of the documents.

“Despite your stated desire to protect those lives, you have done the opposite and endangered the lives of countless individuals,” Koh wrote in reply. “You have undermined your stated objective by disseminating this material widely, without redaction, and without regard to the security and sanctity of the lives your actions endanger.”

He said the U.S government would not deal with WikiLeaks at all in determining what may or may not released.

“We will not engage in a negotiation regarding the further release or dissemination of illegally obtained U.S. government classified materials,” wrote Koh, who is considered to be one of the world’s top experts in international law and was reportedly considered for a seat on the Supreme Court.

WikiLeaks is expected to post the documents online on Sunday and Koh said the U.S. government had been told that The New York Times, the British newspaper the Guardian and the German news magazine Der Spiegel had prior access to them.

The release of Koh’s letter comes as Secretary of State Hillary Rodham Clinton and other top U.S. officials are reaching out to numerous countries about the expected WikiLeaks release.

Clinton spoke to leaders in China, Germany, Saudi Arabia, the United Arab Emirates, Britain, France and Afghanistan on Friday, according to State Department spokesman P.J. Crowley. Canada, Denmark, Norway and Poland have also been warned.

The cables are thought to include candid assessments of foreign leaders and governments and could erode trust in the U.S. as a diplomatic partner.

Crowley said the release will place “lives and interests at risk. We are all bracing for what may be coming and condemn WikiLeaks for the release of classified material. It will place lives and interests at risk. It is irresponsible.”

Diplomatic cables are internal documents that would include a range of secret communications between U.S. diplomatic outposts and State Department headquarters in Washington.

WikiLeaks has said the release will be seven times the size of its October leak of 400,000 Iraq war documents, already the biggest leak in U.S. intelligence history.

The U.S. says it has known for some time that WikiLeaks held the diplomatic cables. No one has been charged with passing them to the website, but suspicion focuses on U.S. Army Pfc. Bradley Manning, an intelligence analyst arrested in Iraq in June and charged over an earlier leak.

I've really wondered about that. It seems bringing the US down is his mantra. these leaks both diplomatic and military have all damaged or will damage our tradition allies which he seems dedicated to alienating. While he can't officially endorse these leaks it does play into his agenda.

If a guy is leaking military information that is getting troops killed he is at war with the US. I don't believe it is considered assassination to retaliate against someone like that is it?

Where's that government ability to arbitrarily shut down websites when you need it? Or can that be used only for sites that the RIAA dislikes?
The only thing I know about wikileaks is that hippies love it so I know its evil.
I was just saying that whistle blowers find classified stuff and give it to the guy. It is more akin to receiving stolen property.

I don't know international law I just know he isn't an US Citizen. I would think the US Gov should find the source of "It's" leaks.

While his actions are reckless and in cases dangerous, because they aren't screening out info that could theoretically get soldiers killed. Govt oversight and an open govt is a good thing....I'm just amazed that one or two people could be getting him this info....Our security measures are truly fucked if a couple people inside our Gov are getting this info copied and out to Assange.

I'm thinking the Govt's best case against him lies in intellectual property and so forth--those kind of laws rather than trying to get him as being a terrorist or involuntary manslaughter.

A very good case could be made for this being considered hacking. "Hacking" basically means to have access to information by bypassing or circumventing all orthodox channels. That's essentially what this is.
Apparently, one of his sources for these leaks was a guy using blank cds labeled Lady Gaga.

As for the leaks themselves, I wish they would do more to protect the troops. Otherwise, I really don't mind what they are doing. My only other criticism is that it is too one-sided against the US. I'm sure there are lots of other countries that have files labeling Obama as an idiot, weak, etc.

Assange has courted attacks from the Russian government, telling a reporter from the pro-government daily newspaper Izvestia last month that WikiLeaks had obtained damaging information “about Russia, about your government and businessmen” and “we will publish these materials soon.” Another WikiLeaks spokesman was quoted as describing the Russian government as “despotic.”

Every time that WikiLeaks releases another batch of documents, Mannings bunghole must pucker up with the realization that he's destined to be sent to a Federal pound-you-in-the-ass facility. Then again... he might be looking for a little companionship right about now.

Little bastard should have been shot on the spot for treason. What an embarrassment to the 10th Mountain Division, Fort Drum, the Army and the DOD in general.

It's also a clear indication that the military hands out security clearances like they're candy at Halloween. Their crack investigative team didn't check out that he had a bunch of subversive hacker ass-pirate boyfriends in Cambridge? FFS. Equifax does a better job of checking out someone's history than your typical military S2 office.

Bradley Manning found not guilty of aiding the enemy: The judge, Col. Denise Lind, found Manning guilty of most of the more than 20 crimes he was charged with.

The press is making this look like the guy walked when he was found guilty of most charges. Do these people even read there own news stories?

Sidenote: Anyone else notice that Manning seems to get more press sympathy than Snowden?

The liberal media does that because Bradley Manning is gay, and because his transexual identity crisis arguably was the catalyst for his treason.

A month later, in November 2009, he was promoted from Private First Class to Specialist. That same month, according to his chats with Lamo, he made his first contact with WikiLeaks, shortly after it posted 570,000 pager messages from the 9/11 attacks, which it released on November 25.[24] Also in November, Manning wrote to a gender counselor in the United States, said he felt female, and discussed having sex reassignment surgery. The counselor told Steve Fishman of New York Magazine that it was clear Manning was in crisis, partly because of his gender concerns, but also because he was opposed to the kind of war in which he found himself involved.[25]


He was by all accounts unhappy and isolated. Gays don't want to discuss that Bradley Manning's homosexuality and confusion over his sexual identity was central to his treasonous release of top-secret information. But there's no getting around it.

Maybe they'll go for a defense that he was a persecuted gay man in a homophobic racist sexist military, and it's therefore the military's fault that Manning committed treason.
They can't convict Manning and throw him in a dark hole fast enough, as far as I'm concerned.
I agree with this. While I think that the evidence WikiLeaks has communicated has drawn the attention of the world to desperately serious issues which needed ventilating, Manning should not have been the one to have released it. I think revealing military secrets is treasonous. Same goes for Snowden.

I completely understand why they did it (a patriot doesn't want to witness his government behaving abomninably), but in the jobs they had, they should not have done it. They should have quit their jobs and taken up occupations that fit their conscience. Or, the executive could have set up an ombudsman-type program to deal with soldiers' ethical issues in ways that do not put lives at risk. I'm not sure how that would work, but it is worth looking at.

TIME Reporter Deletes Tweet About Killing Julian Assange: "I can't wait to write a defense of the drone strike that takes out Julian Assange," he wrote in a tweet that has since been deleted.

Seems like an odd thing for a reporter to write. They're usually in favor of leaks (the Pentagon Papers, Watergate, Abu Gharib, etc.)

Bradley Manning Sentenced to 35 Years in Prison: Defense attorneys for Manning had tried to influence a lighter sentence for Manning, arguing that the Army was negligent in not recognizing the soldier’s growing instability.

Manning's sentence is about what I've seen predicted for weeks, if not months.
But it still seems like a remarkably light sentence, for his betraying hundreds of thousands of secret military documents. And putting who knows how many lives in danger.

I wonder how the news media feels about the recent WikiLeaks of internal e-mails inside the DNC, that forced Debbie Wasserman-Schultz to resign (and her replacement Donna Brazile is just as incriminated), and is expected to have ongoing releases of incriminating e-mails, as election day approaches. The opening salvo right before the DNC convention.

As compared with the Bradley manning releases, maybe the media will see this WikiLeaks release less favorably, since it endangers their clear candidate of choice, Hillary Clinton. I can't wait to see what they toss at Frau Hitlery next.
