In the city, yeah.
Virgina actually houses multiple cultures. The culture that's primarily democrat is consolidated in the urban area. Virtually everywhere else within the state is opposite of that--because they wanted to get away from it.
This is exactly the reason the Electoral College was instated in the first place. It's ironic that a system that's now obsolete and antiquated on the federal level was never implemented on the state level.
This is the grave that democracy dug.
