I think it's a combination of physical maturity and culture. The biological imperative is reproduction and sexual maturity is coming earlier annd earlier to females. It's less clear when males reach maturity.
The culture comes in with the ability to provide for a family. That seems to be getting later and later. In the 19th century when the USA was largely agrarian, age 16 is a good guess. Industrialization pushed it out a few years further to say 18 to 20? Now people wait till much later. Most don't hit a strude in their careers until their mid to late 20s.
But biology is no longer the determining factor. Birth control and antibiotics have made it a matter of choice.

I dont believe that there is one specific time period for either sex. It's all based on one's own life course and experiences. Some people go throgh things that make them mature faster. Others mature slower because of events in their upbringing.
