Basically it refers to a person who doesn't have good manners or doesn't act according to what society expects of him (it's like "asshole" or "dick", but less offensive because the person isn't being compared to a gross body part that lothar likes to molest) Gago is for males, Gaga is for females (Lady gaga's name was already silly to us even before she started proving it with her antics).
