I'm starting to notice that as I burned through the end of ACT 2 pretty quick and now through most of 3. There are several points where you want to keep going with the main story because each campaign interlocks so well with the next.
I've pretty much gotten sick of the stopping crime bit. I'm topped out on being the citizen's fav. I only do the missions now if I need a bit of a boost after a big chase or something. Sometimes I run over people. Oddly, it's usually the cops' fault for ramming me into them.
I've also perfected my convoy stops too. One IED in the front for the lead car. One in the back for the rear car. Blow them up and then run up and knock down the target.
I'm more in the groove of playing the mini games.
