As previously noted a bipartisan committee set up the debates. Any calls of it being rigged is probably just Trump willing to call something rigged as a stratagy.
Anyone who is not a DNC zombie could plainly see the bias in the 2012 debates. The moderators were debate participants on the side of Obama and Biden. There is absolutely no disputing that.
