As Roy Thomas explains in the opening editorial, Michael Kaluta wanted to do a cover featuring a robot, editor Roy Thomas suggested the theme to Kaluta. And after that discussion, the cover was completed by Kaluta.

And after the cover was submitted, Roy Thomas approached Tony Isabella and George Perez to come up with their own story based on the cover image. Which is a really interesting Perez story, one of his earliest stories for Marvel. And you can see a strong influence in this early story from Rich Buckler, because before Perez got his first pro work at Marvel, he worked as an art assistant for Buckler. Regardless, a good story. Good enough that it was reprinted just a few years later in MARVEL PREVIEW 20 (BIZARRE ADVENTURES) in 1980.
