I think the article may be wrong about Captain America joining the Justice League of America, because the JLA won't be public domain for several more decades, unless they're referring to Cap becoming public. Additionally, Action Comics #1 was the debut of Superman, Lois, and the Daily Star employees. So if I were somebody, I would avoid everything and everyone else that didn't debut until later, such as Luthor, Brainiac, Toyman, Perry, Lana. Jimmy and Ultra-Humanite aren't that far behind though.
