I like Samurai Shodown 4 the best with Last Blade 2 at a close second when it comes to this.
One big appeal for those certain fighters is characters as well. I met like a dozen people at the Pacific Media Expo who picked characters they thought sucked in ability, but used em' anyway cuz' they thought they'd have more fun seeing em' in action.
