While I do agree with Anonymous One's... rant... it typically is more accurate to refer to such games as "First-Person Shooters with RPG elements."
A good example of a less-RPG-esque one is "No One Lives Forever 2: A Spy In H.A.R.M.s Way," or it's pseudo-sequel, "Contract J.A.C.K."
Both games have very rudimentary character development, but that's about it.
