Not really. The Joker is an iconic figure, whose persona-even in the silliest of comic books-taps into some very powerful imagery that transcends comic books: the evil clown, the trickster god, the interplay between comedy and tragedy.

That's a large part of why he's always been the most successful bat-villain, if not the most successful comic book or comic strip villain, of the past 60+ years: he stands for something deep in our collective subconscious.

Bane has none of that. He's basically just an evil body builder.

Sure, Nolan could probably create an interesting character but he would probably have so little resemblance to the actual comic book character it would, in effect, be a completely different character. In which case, why not just create a new villian in the first place?
