From what I've seen so far, Obama's plan to increase 'voluntary service' is to force school systems to require service or withhold funds from them. That will force students into service or they won't graduate and be jobless. There is also a big question mark over the whole 'civilian national security force'.
So is this a civilian militia or a capital works workforce creation scheme to keep people employed (Hoover Dam -esque)?
