Perhaps I am as well. I'm not sure when it comes to banks.
But it appears to me that it should be at the discretion of the ones privately running the banks how credit card policies are carried out.
I heard Dick Cheney say something about the banks being "different" from the car companies since they're apart of a core financial infrastructure that's already connected to the government through various government organizations. If that's the case, why are we calling them private banks in the first place?
