Wrong. The opening credits as well as dialogue by Gen. Ross show that Bruce is working directly under Ross, though unaware of what the project is really for, instead of working on a project that gains the interest of the military and having Talbot come in an attempt to take it over as the first movie showed. Also, the project took place at a university in Virginia instead of on the San Fransisco area.
