Great thing about this is that the Houston estate may actually owe money to record companies or others despite these sells. She had little to no creative input in the songs she did so most all the royalties will be going to people like Dolly Parton. Whitney was just the voice and got most of her money on the front end of the record deals through loans that would be paid back through record sales or out-of-pocket if the album didn't sell well. Add in the rumors of friends helping her with cash and the estate might just be worth diddly-squat.
