This is from Candidate's strange concept album Under The Skylon. The Skylon was a futuristic, rocket-shaped structure that became a brief feature on the London skyline, symbolising hopes for a better future in the aftermath of the Second World War. It was later dismantled and the pieces turned into ash trays.
I was looking for a story linking the tracks together, but I think the Skylon is just a metaphor for people's hopes and dreams and the transient nature of things.
It's a funny album. The songs aren't all that great but I still like it.
