The Obama team's "non-denial denial" (where they condemn the accusation they were wiretapping Trump tower but never outright say they didn't do it) is that they didn't authorize the wiretapping. They basically acknowledge there was wiretapping, but just say they're not the ones who ordered it. And they don't deny that they knew about it either. A Clintonian Obama statement.
As with every scandal involving Obama or Hillary, they have subordinates actually give the order, so they have a "double wall" of deniability later. Unless of course, they openly brag about it, as they sometimes do.
