I don't see any evidence presented of "key positions missing due to Trump cuts", but sure, why not, let the Democrats (or some more neutral agency) investigate.
But the situaion is in Texas, and Trump has broken up FEMA to transfer its federal funds to be handled better locally in each respective state. And Texas governor Abbott has expressed a commitment to make sure measures are taken to prevent a tragedy like this from happening again. FEMA handled in the future by the states and not federally can only improve service, as contrasted with East Palestine, Ohio, and in North Carolina in the Biden years. How abou a thorugh investigation of the deliberate negligence THOSE two disasters?

One of the suggestions for such a rural area with unreliable cel phone coverage and little other available communication, was to put in something like an air raid siren, to warn people across a wide distance quickly in a similar future situation. That seems like a good way to awaken and warn people in the middle of the night, as was the unfortunate situation on July 4th. Even if they got cel phone messages that night, they were all sleeping and not awake to hear or see them.
