The tthing is, Washington DC is a federal district, so that it does not give undue influence and advantage to any of the 50 states , to have the Capitol located within their state.
So uniquely, Washington DC is within federal jurisdiction, so unlike other major cities, it can be occupied by federal troops, to clean it up. Military are barred from being deployed in most U.S. cities, and only state police, or police aiding from other cities, or U.S. Marshalls, or FBI can Constitutionally be positioned in cities. I know in my region in Florida, the National Guard have been deployed after bad hurricanes like Andrew and Wilma, so there might be temporary exceptions in the case of national disasters, to restore order, tha migh be an excepttion tha would allow emporary deployment in other cities. I think he plan is to experiment with a bi more Constitutional wiggle room in DC, see what works, and find a way to duplicate what is successful in other cities.
But Trump could not duplicate what is being done in DC, in other cities nationwide. Where it is illegal to bring military troops into these other cities. But National Guard and other troops can be deployed within the U.S. on our borders and other areas outside of towns and cities.
I'd also argue that it is a temporary deployment in DC, to re-establish order in a situation of murder and chaos, and then they will be withdrawn once order is re-established. And I think, replaced by an un-corrupted civilian police force. The military there is just to fill the void, until that new and more disciplined (i.e., not compromised by DEI, "woke" policy) police force is put in to replace the ones that have been doing such a terrible job for more than a decade. A big part of Trump's DC clean-up is re-writing bail laws, and no giving liberal judges the discretion to set loose violen criminals who just repeatedly attack and maim people.
I remember touring through Washington Square, circa 1980-1983, and being awed how beautiful the monuments and architecture was, then driving out through the dirty urban slums around it, wtih mobs of angry looking black males in the streets who looked like they wanted to pull us out of our car and kill us. In any direction you went when exiting Washington Square. Scary looking mobs, like a gladiator school.
