I saw an FBI anti-terrorism expert interviewed, Jonathan T. Gilliam, and he said for this 37 year old "vicitm" to be licensed to purchase and own a gun, he would necessarily have gone through mandatory training NOT to do what he did when interacting wih police, that got him shot.
