One of the pioneers of photo-collage in comic art, Jack Kirby did quite a bit of it across Marvel titles from 1964-1966, as this cover from FANTASTIC FOUR 33 (Dec 1964) demonstrates.
As you can see in the full story I linked, the page 8 splash page is also a photo-collage.
Photo-collage pages by Kirby also appear in issues 29, 32, 37, 39, 48, 51, 55 and the above shown
double-page spread in 62, to name just a few.
In some ways I like the reproduction of this better, as reprinted on the cover of MARVEL'S GREATEST COMICS 25, despite the added clutter:

https://readallcomics.com/fantastic-four-v1-089/There are probably other artists who did photo-collage between 1938 and 1964, but certainly Kirby has used it more continuously in his work than any other artist. I'd love to see some examples pre-dating Kirby's FF work.
