Iran has to comply to get any economic aid.
And that aid is CONDITIONALLY ( tentatively, not even agreed to yet ) from other Arab gulf states, NOT from the United States.
And that condiion is that Iran becomes a free nation, plays nice with their neighbors, and give up funding proxy wars through Hamas, Hezbollah, Fatah, and the Houthis.
And if they don't, their aid funding gets cut off, and Iran gets bombed into submission again, until they finally learn their lesson.
