Presidents W.Bush, Obama and Biden have sent out checks to U.S. citizens over the last 25 years.

At least in Trump's case, his checks would not be new debt, but dividends of profit of tariffs and trade surpluses from Trump' policies, shared with taxpayers.

Or in the case of healthcare, allowing citizens to spend their tax dollars in order to select healthcare coverage that benefits them best, rather than letting Medicare and Medicaid federal agencies hose that money away, in some cases to millions of fraudulently registered non-existent Obamacare recipients.

Again, Trump is not going into debt, writing checks with money paid by further deficit to China. He is essentially offering dividends on U.S. profit, brought in by Trump policy, that every taxpayer will receive, whether they vote Republican in the mid-term elections or not. It's not a case of "Vote Republican, or you won't get a check."

And as I said, W. Bush, Obama, and Biden all sent out checks to all U.S. citizens as well. And THOSE checks were paid for by further debt to China, added to the U.S. national debt.

Frankly, I would rather see that $5,000 per person retained to partially pay off the $40-plus trillion in debt. But Trump makes clear it is essentially a rebate, not further debt.

The second largest source of income in Mexico is wire transfers of cash (i.e., remittances) from U.S. Mexicans, to family members in Mexico. If Trump were to cut off those wire transfers, that would instantly de-stabilize Mexico, and bring that government to its knees.

Mexico is very aware of this, and they are definitely cooperating as a result. Mexico may not literally be building the wall for us, but they are paying in other ways, with additional Mexican troops and patrols on their side of the border. So Mexico IS paying for border security.
