Actually He floated because of his belt, or rather because of the Nth Metal which used to be situated in his belt). The wings gave him directional control.
Without his wings he'd just float up into space, I think.
The New Hawkman (and Hawkgirl) has Nth metal in the wings themselves (The "Bone" structure) and their boots.
No Belt for the Hawkie People, other than to hold up their pants.
