But you don't know the context. Dr Destiny was playing with the minds of six people on restaurant. He made them do several things (from fighting like animals to listening to his story like little children), until he made them kill themselves. When he was making them fuck with each other, he was sitting on the counter, enjoying the show, and that's when he says "Neat." I don't think "Pah!" would have been aproapiatte for the situation.
I also like the part of the same storyline where Morpheus is really big, and Dr Destiny is standing in front of him, naked, scratching his arse. The words "scratch, scratch" are floating next to him.
