Yes, this is one of the undynamic duo that helped send the Titans into an unholy graveyard. She is 1/2 of the reason I boycotted the Book, and why I STILL haven't picked up a Titans book and why I got into so many damn flame wars on the DCMB. It was that EVIL which is Devin, that brought me to the attention of the NB--The ONLY GOOD THING that can be tied to her. If you add Jay Faeber to the mix, you get the ULTIMATE EVIL.
