Wow, I was thinking the same thing. If it were me, I'd have Marcie Cooper (through her government connections with Checkmate as Harlequinn II) hunt down both Mark Shaw and Kirk DePaul and convince them to team up together and help her restart the Manhunter Corps. (for the right price of course) She could offer them well paying bounties if they become semi-rogue secret operatives of Interpol working out of Bludhaven. They could use the money they earn to try and rebuild the Manhunter Corps. while also trying to re-establish the Manhunters good reputation. Not only would they be fighting the criminals they were hired to capture but they'd be fighting their old enemies who are trying to stop them from re-establishing the Manhunter Corps.
The thing I like most about this concept is that it involves all the Manhunter's and their history in the DCU. They could do "flashback" issues featuring Dan Richards or Paul Kirk that tie into (or start-off) current story lines.
