I wouldn't have them try to revive the Corps. I would keep them pretty low key for the most part. Having them operate globally to get them away from the logjam of other characters in the US. Because if they do get discovered by other characters, well it's only a few small steps to having something like the JLA coming down on them to prevent a full blown Manhunter resurgence. Which might be interesting after the series had been around for a while. But at the start, I would keep it more of an action/adventure/espionage type of thing. Just my thoughts.
