Actually, I want to keep it low-key in the begining as well. So even though I'd have them trying to re-establish the Manhunter Corps, noone would know what their true objective is (except for maybe a few old foes who have already been secretly keeping tabs on them seperately)
BTW, I'd have them in Bludhaven as only a place to meet or gather intel (because with Nightwing and Richard Dragon, Chuck Dixon is trying to turn Bludhaven into the non-metahuman "criminal epicenter" of the DCU) but keeping them mobile operatives. Marcie Cooper would play the "Lady M" to their "James Bond" supplying them intel and sending them on missions throughout the globe taking on drug cartels, slave traders, weapons smugglers, terrorist cells, etc.,
Essentially Marcie Cooper would be employed by Interpol to "cut through the red tape", but secretly she would be using her new position to try and re-establish the Manhunter Corps in memory of her Grandfather.
