I don't think he was always meant to return. He might've been, though. But if they wanted it quicker surely it would've been easier to just continue the ongoing at that point, right?
I seem to recall an interview with Smith where his big point in taking on the book was for them to let him bring Ollie back. "Let me bring back Ollie and I'll get the sales up." From that interview, I took it that beforehand, they had no plans to bring him back.
