And the thing is that while today the idea that Superman could have those powers on demand is ridicolous, back when those movies came out (except for four) that was the rule.

Superman could have WHATEVER power he needed to survive the situation and never use it again, so in that context, the people that wrote Superman and Superman II (keep in mind that all the scenes in Superman II with Hackman were directed by Donner and writen at the same time as the original) were following the rules set forth by the comics.
