Was Roy Thomas responsible for this, though? Or was he just trying to cope with a difficult situation?

The writers changed on the series although less frequently (Ellis on the first twelve issues, Millar on twelve issues, Peyer on issues 23-26, and the Monarchy team on the one mentioned previously).
Yeah, fair complaint.
