Moore didn't steal the characters look, he stole who the character is and who the people he knows are.
He stole the 'raised by farmers' origin, the stole the 'bald bad guy' character, he stole 'was a hero as a teen' idea, he stole the 'vulnerable to a ___ colored rock' idea, etc.
Moore stole more from Superman than Liefeld did from Captain America.
It's no different from the guy who created the female Harry Potter.
