Agree about the two records, but I'd probably give Pisces the edge as well, for the early synth experiments (with synth pioneer Paul Beaver helping out) and some of their best psychedelic pop tunes. But then, my all time favorite Monkee moment is "Porpoise Song", so what do I know?
As for "Hard To Believe", maybe they just wanted Davy to feel included. :)
