Before someone starts knocking my theory...
1) There's no reason why some can't get plastic surgery done to make themselves look like Harvey.
2) I don't think the incident with the Joker and Dent was kept private. There could be ways for outsiders to find out.
3) Surely word would leak out if Two-Face had really gone under the knife.

2)Also true....I'm sure it made front page news.....but again why bring it up if it wasn't personal.
3)Not necessarily.....Batman doesn't know everything all the time.
