Ah, but the same thing could be said about Dr Doom. He loves Latveria and it´s people, but keep them under a iron rule, "for their own good". But he does love them. So is he a truly evil man. No. The EPS may have dubious methods, but their intent should be for the betterment of the balance between metas and humans.
