In the Revolution, they put down people who were acting bad, evil, if they were human or meta. They only captured what two meta? The Zoo or Stadium, Cole (who I would say IS evil) killed all of those people, it was not Walker's order.

In a way I think that the EPS is the law enforcment that the country needs. The Revolutionaries took out the MCCA and look at the result, hundreds upon hundreds of innocent people were killed in a revolution by metas. Maybe if the MCCA still existed, this would not have happened.
