There have been several sting operations led by U.S. and European police, where police have pretended to be criminals seeking to buy enriched uranium stolen from facilities in the former Soviet republics. And recovered stolen uranium.

There are also supposed to be several "suitcase nukes" developed by the Soviets for battlefield use. Which the former Soviet military officer and one-time Russian Presidential candidate Alexander Rutskoi (who died recently in a plane crash) said were missing from Russia's arsenal.



Or those seeking nukes could seek what they need from the oldest source: purchasing enriched uranium through corrupt individuals working at nuclear energy facilities in Europe. Which is how Israel first obtained the necessary material for its nuclear arsenal, that became weapon-ready in 1973.

More recently in the news, a number of nuclear stockpile facilites in the U.S. have been in the news as inadequately guarded, where enriched uranium could be stolen.
A related terrorist potential (spotlighted on 60 Minutes, if i recall) is flying a plane into a nuclear facility. The report I saw noted that the 9-11 plane that crashed in Western Pennsylvania flew directly over such a facility. Obviously unaware they did, because it would have been an even more destructive target than the Capitol, where the hijacked plane was headed.


Most of these possibilities have been mentioned recurrently in the news since 1991, when the Soviet Union collapsed.
