Sadly, he doesn't. When it comes to politics Franken becomes wildly pompous and irritatingly "serious."
He tries to do a liberal version of Rush Limbaugh. However, Limbaugh at least does (or used to do) his bits with a twinkle in his eye and bit of the old vaudeville (wacky sound effects, funny voices, etc.) Franken just makes snide comments.
