The breast is made up of body fat. When you exercise, you burn calories and lose that fat, and as a result shrinking breast size. It's simple biology. That's why female athletes are often petite and small-breasted.

It's possible that she could have(I never said she couldn't) prior to being a full time criminal/crime fighter, but she was never drawn that large before Balent, and as I said before, it's almost physically impossible to maintain breasts that large(real breasts, at least) when exercising and partaking in as much activity as she does.
