I'm with animalman on this one...IMHO, Tim's never had a solid running game nor the greatest offensive line. His stats are neither stellar nor horrendous (maybe they're better than you might think, given that he started his career on an expansion team).
I know this will sound kinda silly, but I really think it hurt the Browns development to make the playoffs in '03. It lowered their draft position AND gave too big a kick to Butch's ego.
There are already some rumors going round that Butch wants to go back to the college game...
