Chris Oakley is from Woburn, which is north of Boston. We have BET in this neck of the woods so, if Oakley has never seen BET, it was a personal and conscious choice. Unless he really did mean B.E.T., which is probably a local channel up in Woburn.

So, either he's a racist or you're talking apples and oranges.
