You can't negotiate with people that do this. This is not the action of people that want to end things peacfully. Their sole intent was violence caused by explosives. Some of them ran in wearing explosives. How can you negitiate with people like that? They never wanted it, they went in ready to die.
If the terrorists intent was to not negotiate and only to destroy lives and property, why not just go in and blow everything up? Why take hostages?
