Hank Hall's case made no sense. Suddenly he was smart enough to build a bomb? It would have made much more sense, and it would have been much cooler, if Monarch had been Captain Atom like he was supposed to be.
I don't think Hal wasn't handled correctly... he just wasn't handled for long enough. His role in Zero Hour was the only cool thing about the series, his fight against the JLA in a GL arc was very well done, and his alliance with Thanos in GL/Silver Surfer was interesting. Parallax got killed off too soon, that's all.
