I took it that the Hulk was always in control - the brief moment where he hugs Betty and speaks to her as Banner after he becomes the Hulk was just that: a brief moment. Even during the battle where he tells Cap its his fight (or something like that) you can already see that the Hulk is taking over. To me, that wasn't really a surprise. I think they got Black Widow and Fury's characters totally right. Pym was done well, too - though they didn't touch the whole wife beating incident and I thought that they were showing signs of a potential relationship between Widow and Cap, not Wasp and Cap. Overall, it was still pretty good.
