Well, that's one of the pluses of having separate brands and ppvs. You don't have to build to feuds so quickly, so you can take longer and in theory, make them more interesting. I think they've forgotten how to do that for the most part, though. Notable exception: Angle/Lesnar.
Here's a question: Should they bring back jobber matches? Seriously. Jobber/squash matches used to be a way to build up wrestlers without harming other wrestlers viability. While mostly boring to watch and generally used for little other than filler and exhibition matches for the name guys, it was a good way to draw out feuds and let the name guys work on various aspects of their characters and in ring performance.
