The only thing I've ever seen work was what Israel did to Iraq 20 years ago. Bomb their nuclear facilities before they became operational.
It seems to me that, if the UN was anything other than a bunch of corrupt, ineffectual fops, they'd send out the message that anyone building any more nuke facilities gets it bombed.
