Why do women even flirt with guys if they're not considering taking things to the next level? Is it their way of keeping things friendly and lighthearted?

Most of the time, woman are just overtly friendly and this is the way they deal with it with men. They are use to flirting with men so it is easier to deal with men that you don't hate that way. I flirt a lot with the men that I work with. Some are in relationships and some are single. But they flirt back. If a person doesn't welcome it then I don't do it. It is a way to pass the time and to make another person feel special about themselves.
I will say that there have been a few men that I trully are interested in and I flirt with them far more then the other men. If I am friends, it is how I relate to them.
