Newsflash: Kids do the stuff you tell them not to. It's true. I've seen kids go out of their way and do stuff they don't wanna do just because their teachers or parents tell them not to. I've done that. Fuck, I still do it when I'm feeling especially stupid.
I'll agree that abstinence is the best solution for teenagers. In an ideal world, the only one. But it just doesn't happen. Doesn't matter how much money you invest: you can't stop the kids from fucking each other. So you might as well teach them that, if you're gonna fuck, there's a way of considerably decreasing the danger of STDs. There's no contradiction there: when they taught me about safe sex in school, they didn't tell us "...and if you disregard all this and fornicate your girlfriends anyway, here's how to do it". They told us what adults do to have safe sex so we were prepared for when that time comes.
Plus, how does a 19 year old who's never been taught about safe sex learn about it once he's legally able of becoming sexually active? Can anyone here honestly imagine a 19 year old first learning about safe sex in a classroom? When they're not taught kids can only learn through mistake, that's human nature. In this case, one mistake can be deadly.
